- The proposal's relevance to the Foundation’s areas of interest.
- The proposal's clarity in stating the expected project or program outcomes and the strategy for achieving them.
- The extent to which the strategy involves a collaborative approach to solving a problem or issue affecting the targeted groups or organizations.

To be eligible for grant consideration:
- Your organization must be a qualified 501 (c) (3) or 170 (c).
- The program you are nominating should focus on one of the Foundation’s funding priorities:
- Education
- Core Curriculum
- Academic Enhancers
- Community Revitalization
- Job Enablers
- Neighborhood
- Social Services
- Arts & Culture
- Health
- Environment
- Your organization should serve Milwaukee, Wauwatosa, Franklin, Menomonee Falls or Tomahawk, WI; York, PA; Talladega, AL; or Kansas City, MO.

While most funding goes to community organizations, the Foundation may consider contributions to national organizations where the impact of such giving can be maximized through the involvement of employees, customers or other Harley-Davidson stakeholders.
The Foundation does not make grants to individuals, political causes or candidates, operating or endowment funds, athletic teams, or religious organizations (unless engaged in a major project benefiting the greater community).
The Foundation generally does not fund conferences or capital campaigns.
